The SSLBDA keeps property listings open for a minimum of ten business days. Upon close of the listing, the SSLBDA and the local municipality will determine which offer to accept based on the following criteria:

1. End use, prioritizing homeownership and owner occupancy

2. Scope of work, prioritizing offers with scopes of work that will reasonably address the condition of the property and with proof of sufficient funds to cover the purchase price and scope of work

3. Capacity of buyer, prioritizing buyers with experience conducting similar rehabilitation projects

4. Offer price, prioritizing higher offers, but not at the expense of the above criteria
